Abstract

Veterinary medicine is the branch of scientific knowledge and practical activity aimed at the prevention of animal disease, output of reliable and safe animal products and protection of the population against disease common to human beings and animals. The main tasks of veterinary medicine are: 1) implementation of the Federal Special Programs for the prevention and liquidation of perilous animal disease subject to the imposition of quarantine; 2) formation of the federal programs for the manufacturing of drugs and conducting scientific research; 3) enforcement of the federal veterinary legislation; 4) carrying out state veterinary inspection and supervision; 5) protection of the national territory against introduction of infectious animal diseases from foreign states; and 6) performance of state veterinary supervision. Veterinary rules of preventive, diagnostic, therapeutic, restrictive and other measures, establishment and cancellation of quarantine and other restrictions on the territory of the Russian Federation, aimed at preventing the spread and elimination of foci of infectious and other animal diseases, are approved for certain animal diseases. Veterinary rules of animal identification and registration establish the procedure for individual or group identification and registration of animals, the list of information required for the identification and registration of animals, as well as the procedure for providing such information. Regionalization of the territory of the Russian Federation shall be intended determination of the status of the infectious animal diseases of the territory of the Russian Federation or its part, limited by natural or artificial barriers and (or) borders of territories of the subjects of the Russian Federation, municipalities or their combination. Regionalization of the territory of the Russian Federation shall be carried out by the federal executive authority in the field of veterinary supervision in accordance with the procedure established by the federal executive authority in the field of regulatory and legal regulation in the field of veterinary medicine. The federal executive body of the Russian Federation shall be responsible, inter alia, for the registration of veterinary drugs and feed additives and supply of veterinary drugs for the performance of anti-epizootic arrangements for combating infectious and other animal diseases. The list of animal species to be identified and accounted for shall be approved by the federal executive authority in the field of regulatory and legal regulation in veterinary medicine. State Veterinary Service is the authorized institution in the field of veterinary medicine. This Law consists of 7 Sections composed of 25 articles. Section 1 (arts. 1-4) lays down the general provisions. Section 2 (arts. 5-7) regards Federal Veterinary Service, Departmental Veterinary and Sanitary Service and Industrial Veterinary Service. Section 3 (arts. 8-11) concerns Federal Veterinary Supervision and Departmental Veterinary and Sanitary Supervision. Section 4 (arts. 12-19) establishes the general requirements for the prevention and elimination of the animal disease and veterinary provisions for the safety of animal products. Section 5 (arts. 20-22) deals with the protection of the population against the common animal and human disease and food poisoning. Section 6 (arts. 23 and 24) determines the liability for the infringement of the veterinary legislation. Section 7 (art. 25) regards International Agreements. The main tasks of veterinary medicine in the Russian Federation are implementation of measures to prevent and eliminate infectious and other animal diseases (according to the list approved by the federal executive bodies exercising the functions of developing state policy and legal regulation in the field of agro-industrial complex), including agricultural, domestic, zoo and other animals, fur animals, birds, fishes and bees, and the implementation of regional livestock veterinary plans.
