Abstract

This Order validates the procedure for the prophylactic, diagnostic, therapeutic, restrictive and other measures, establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and elimination of spring carp viraemia foci. These Veterinary Rules establish mandatory requirements for the organization and implementation of measures to eliminate viraemia, prevent its occurrence and spread on the territory of the Russian Federation, determine the boundaries of the territory to which the regime of restrictive measures and/or quarantine should apply, including in terms of determining the focus of animal disease, carrying out epizootic zoning, including the definition of zone types for the purposes of differentiation of restrictions established by the decision to introduce the regime of restrictive measures. In order to prevent the occurrence and spread of viraemia, individuals and legal entities, individual entrepreneurs who are owners of fish are obliged to: (a) provide fish for inspection according to the requirements of specialists of bodies and organizations that are part of the State Veterinary Service of the Russian Federation; (b) notify within 24 hours specialists of the State Veterinary Service of all cases of disease or death of fish, as well as changes in their behavior, indicating a possible disease; (c) take measures to isolate fish suspected of sickness; (d) fulfill the requirements of the state service specialists to carry out the anti-epizootic and other measures provided by these Regulations in the personal subsidiary farm, peasant farm, individual entrepreneur's farm, in the organizations that keep fish; and (e) comply with the conditions, prohibitions, restrictions in connection with the status of the region where the fishfarm is located, established by a decision of the federal executive body in the field of veterinary medicine related to viraemia regionalization supervision.
