Abstract

These Veterinary Rules preventive, diagnostic, restrictive and other measures, the establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and elimination of outbreaks of African swine fever, establish mandatory requirements for the implementation of preventive, diagnostic, restrictive and other measures, establishment and cancellation of quarantine and other restrictions on the territory of the Russian Federation aimed at preventing the spread and liquidation of African swine fever foci. The Rules establish mandatory requirements for the organization and carrying out measures to eliminate ASF, prevent its emergence and spread in the territory of the Russian Federation, the definition of borders of the territory to which the regime of restrictive measures and (or) quarantine should apply, including in terms of determining the focus of swine disease, the implementation of epizootic zoning, including the definition of types of zones in order to differentiate the restrictions established by the decision on the introduction of the restrictive measures and (or) quarantine regime, restrictions on the production, movement, storage and sale of goods subject to veterinary control (supervision), and requirements for the specifics of applying such restrictions, including measures in respect of production facilities located in the quarantine zone. In order to prevent the emergence and spread of ASF, natural and legal persons and individual entrepreneurs who are owners of swine shall: (a) provide swine for inspection as required by specialists of bodies and organizations within the system of the State Veterinary Service of the Russian Federation; (b) notify, within 24 hours, experts of the State Veterinary Service of all cases of disease or death of swine, as well as of changes in their behavior indicating a possible disease; (c) take measures to isolate suspected swine as well as ensure that the carcasses of pigs are isolated in the same facility in which they were kept; (d) comply with the requirements of the State Veterinary and Phytosanitary Service specialists to carry out anti-epizootic and other measures provided for in these Regulations in private subsidiary farms, peasant (farm) households, individual entrepreneurs, organizations where pigs are kept; (e) ensure that swine are kept within farms without grazing and without access to animals of other species; (f) comply with the conditions, prohibitions, restrictions in connection with the status of the region in which the farm is located, established by the decision of the federal executive body of veterinary supervision on regionalization for ASF; and (g) perform heat treatment (boiling) of food waste intended for feeding swine, game for at least 30 minutes after boiling food waste and game.
