This Federal Law enters into force on 1 March 2023.
Abstract

The scope of this Federal Law is to increase effectiveness of involving animal by-products in agricultural production, including to ensure reproduction of the fertility of agricultural land. Animal by-products shall be intended substances formed during maintenance of farm animals, including manure, droppings, bedding, drains, and used in agricultural production. Circulation of animal by-products shall be intended activities for storage, processing, transportation, sale and use of animal by-products in agricultural production. Legal entities, individual entrepreneurs, peasant (farm) enterprises without formation of a legal entity, engaged in the production of agricultural commodities, shall independently classify substances formed during maintenance of farm animals as by-products of animal husbandry or waste, whether or not such substances are inserted in the federal classification catalog of waste. Owners of animal by-products keep records of animal by-products separately from accounting for the main products and waste. Animal by-products are recognized as waste in accordance with the provisions of federal state control (supervision) in the field of veterinary medicine and (or) federal state land control (supervision) related to agricultural land. In case of classification of animal by-products as waste the owner thereof shall pay environmental fees for negative environmental impact. Law No. 4979-I on veterinary medicine (Article 8) shall be amended to add the following wording: “compliance by legal entities, individual entrepreneurs, peasant (farm) households without formation of a legal entity with the mandatory requirements established for the handling of animal by-products, established in accordance with the Federal Law “On livestock by-products and on amendments to certain legislative acts of the Russian Federation” and other regulatory legal acts of the Russian Federation, during storage, processing, handling, transportation and sale of livestock by-products”. Land Code (No. 136-FZ of 2001), Article 71, shall be amended to add the following wording: “compliance by legal entities, individual entrepreneurs, peasant (farm) households without formation of a legal entity with the mandatory requirements established for the handling of animal by-products, established in accordance with the Federal Law “On livestock by-products and on amendments to certain legislative acts of the Russian Federation” and other regulatory legal acts of the Russian Federation, during storage, processing, handling, transportation and sale of livestock by-products”.
