The scope of the Act, proclaimed in section 1, is to secure the hygienic condition and quality of animals for slaughter, slaughtered animals and fresh meat during the whole manufacturing process. Furthermore the Act provides for the control of the observance of animal protection rules. The Act applies to: (a) production of slaughter animals; (2) slaughter; (3) chilling of meat; (4) killing, boning, and other mechanical treatment of meat including the cutting up; (5) the storage and transport of fresh meat; (6) meat control, and; (7) importation, exportation and placing upon the market of fresh meat. "Animals" includes all vertebrate animals except those animals defined as "fish".
