The national executive officer shall consider applications or a requests in terms of this Act, a power that may be delegated under section 3. No person may: (a) slaughter any animal at any place other than an abattoir; (b) permit the slaughter of any animal at any place under his or her control, unless the place is an abattoir; or (c) sell or provide meat for human and animal consumption unless it has been slaughtered at an abattoir. This does not apply to slaughter for own consumption or for cultural or religious purposes (sect. 7). An application for registration of a slaughter facility must be submitted to the national executive officer in the prescribed manner and be accompanied by the prescribed fee (sect. 8). Section 9 provides for withdrawal or lapsing of registration certificate. The essential national standards specified in section 11 shall apply to all abattoirs. The Minister may by notice in the Gazette establish a scheme for the improvement of meat safety and safety of animal products (sect. 12).
