Abstract The purpose of this Act is the protection of plants and plant products against pests, sanitary control of plants in trade, and the protection of human and animal health, as well as environmental protection regarding harmful chemical substances from pesticides in use. The Act comprises 9 Parts containing 79 articles: Basic provisions (1); Plant Protection Authority (2); Measures to combat pests (3); Plant sanitary control (4); Phytosanitary products (5); Fees and Fines (6); Control (7); Penalties (8); Transitional and final provisions (9). The text contains an outset of definitions related to the terms therein employed, such as "plants", "plant products", "pests", "harmful organism", "weeds", etc. The Ministry of Agriculture and Forestry shall form the Institute for the Plant Protection in Agriculture and Forestry as a competent, national authority. The Act also deals with the following matters: measures to combat pests, sanitary control of plant and plant products, permit of marketing and utilization of pesticides, production, analysing and trade of pesticides, crop increasing substances, environmental and nature protection, protection of human health, indemnification (in case of damages caused by quarantine measures), fees and fines.
