Abstract This Law deals with land use planning as regards urban and country-side planning, establishes the sanitary and epidemiological requirements for the potable and industrial water supply services, establishes the requirements for food handling, processing, storage and trade, and lays down the sanitary and epidemiological requirements for waste disposal.The Law consists of 7 Sections composed of 43 articles. Section 1 (arts. 1-4) lays down the general provisions. Section 2 (arts. 5-10) establishes the rights and the duties of citizens, enterprises, organizations, safeguard and guarantee of their rights in the matter of sanitary and epidemiological well-being. Section 3 (arts. 11-26) establishes the general requirements for the provisions on sanitary and epidemiological well-being of the population. Section 4 (arts. 27-31) establishes the liability for the infringement of the sanitary legislation of the RSFSR. Section 5 (arts. 32-36) regards the state and departmental sanitary and epidemiological survey and the industrial and public control.
