Abstract This Federal Law establishes the legal basis for regulation in the field of aquaculture (fishfarming), including protection of the rights and interests of natural and legal persons engaged in entrepreneurial and other activities in the aforesaid sphere. The objectives of this Federal Law are to ensure the production of fish and other products of aquaculture, conservation of aquatic biological resources. Legal regulation of relations in the field of aquaculture (fish farming) shall be based on the following principles: (a) the importance of aquaculture (fishfarming) as an essential component of human activities; (b) performance of aquaculture (fishfarming) so as to avoid damages to environment and aquatic biological resources; (c) participation of citizens, public associations and associations of legal entities in decision-making related to aquaculture (fishfarming); (d) adoption of measures of state support for the implementation and development of aquaculture (fishfarming); and (e) free and unrestricted access to information on allotment of fish-breeding waterbodies (sites).Specific issues of water use for aquaculture (fishfarming) shall be established by the federal executive authority appointed by the Government of the Russian Federation. Fish farms shall be owners of aquaculture facilities, unless otherwise provided by federal laws. The contract for the use of the fishfarming site shall be concluded for a period of five to twenty-five years. Commodity aquaculture (commercial fishfarming), including mariculture, shall be classified as agriculture-related business activity.
