Abstract This Regional Law establishes the legal framework for the regulation of aquaculture (fishfarming), also with regard to the protection of rights and interests of natural persons and legal entities carrying out entrepreneurial and other activities in this field in the regional territory. The objectives of this Regional Law shall be to ensure manufacturing of fish products and other aquaculture products, conservation of aquatic biological resources on the regional territory. The main directions of the regional state policy in the field of aquaculture (fishfarming) shall be as follows: (a) improvement of regulatory and legal framework in the field of aquaculture (fishfarming); (b) promotion of aquaculture (fishfarming) in the regional territory for meeting demand of the regional population for foodstuffs, economic and other needs; (c) state support of aquaculture (fishfarming); and (d) public participation in the solution of issues related to aquaculture (fishfarming). Aquaculture (fishfarming) shall be performed in fishfarming areas allotted in the internal waters of the Russian Federation. Local government of the municipalities and urban districts shall implement the following powers in the field of aquaculture (fishfarming): (a) promotion of aquaculture and assistance for fishfarming enterprises in trade of fish products; (b) participation in the implementation of federal, regional and departmental specific programs in the field of aquaculture (fishfarming); (c) submittal of proposals related to aquaculture and fishfarming to the authorized regional state executive bodies; and (d) participation in the monitoring of the efficiency of the management of fishfarming areas.
