In particular, the Ordinance lays down provisions relating to conditions for retrofitting solar power plants commissioned before 1 January 2012 to minimise the 50.2 Hertz problem. Pursuant to article 4 of the Ordinance, distribution system operators are required to ensure that the inverters of solar power plants connected to their grids comply with a specific standard compiled by the Association for Electrical, Electronic and Information Technologies (VDE). Retrofitting has to be carried out within a period of three years. The costs thereof shall be passed on with 50% charged with the grid fees and 50% with the EEG surcharge (with which consumers pay for the difference between the fixed feed-in tariffs for solar power and the sale of the energy at the energy exchange by the transmission system operators).
