System Stability Network Ordinance. Country/Territory Germany Document type Regulation Date 2012 Source FAO, FAOLEX Original source Bundesgesetzblatt, Part I, No. 68, 27 December 2007, pp. 3086-3088. Long titleOrdinance on granting technical security and system stability of the electricity network. Subject Energy Keyword Energy conservation/energy production Renewable energy Geographical area Alps, Europe, Europe and Central Asia, European Union Countries, North Sea, North-East Atlantic, Western Europe Abstract The present Ordinance implements the Energy Industry Act and the Renewable Energy Sources Act. In particular, the Ordinance lays down provisions relating to conditions for retrofitting solar power plants commissioned before 1 January 2012 to minimise the 50.2 Hertz problem. Pursuant to article 4 of the Ordinance, distribution system operators are required to ensure that the inverters of solar power plants connected to their grids comply with a specific standard compiled by the Association for Electrical, Electronic and Information Technologies (VDE). Retrofitting has to be carried out within a period of three years. The costs thereof shall be passed on with 50% charged with the grid fees and 50% with the EEG surcharge (with which consumers pay for the difference between the fixed feed-in tariffs for solar power and the sale of the energy at the energy exchange by the transmission system operators). The text consists of 23 articles divided into 3 Parts as follows: General provisions (1); Retrofitting of plants generating electricity from solar radiant energy (2); Retrofitting of equipment within the meaning of article 2, paragraph 2.
