"Official Control of Foodstuffs" means an inspection by authorized officers of the compliance of foodstuffs, food additives, vitamins, mineral salts, trace elements and other additives intended to be sold as such, and materials and articles intended to come into contact with food, with provisions aimed at preventing risks to public health, guaranteeing fair commercial transactions or protecting consumer interests, including provisions on consumer information. These Regulations are to be implemented by health boards in their functional areas in accordance with regulation 5. Control shall be carried out in accordance with the provisions of these Regulations and shall comprise one or more of the following operations in accordance with the conditions laid down in regulations 8 to 10 and in the light of the examinations to be carried out: (a) inspection; (b) sampling and analysis; (c) inspection of staff hygiene; (d) examination of written and documentary material; (e) examination of any verification systems set up by the undertaking and of the results obtained. Furthermore the Regulations set out the various items that are subject to inspection including the site, premises, offices, raw materials, semi-finished products, cleaners and materials coming into contact with foodstuffs.
