Abstract This Regulation sets rules on the planning of new power line construction, requiring the preparation of a conceptual study with details requirements and alternative concepts. The planning shall ensure to provide an external quality assurance authorized by the Ministry. The Regulation applies to the Concept of Principle solution meeting the needs of the energy system; to large power line constructions ( one or more plants that require construction license in adherence to article 3-1 of the Energy Act to a voltage level of min. 300 kV and to a min. length of 20 km); to the upgrading, rebuilding or extension of installations for electric energy supply. Operation of existing facilities shall not preclude rebuilding or upgrading for limited transitional period.
