Article 1 establishes that in the Federal Republic of Germany the competent authority to carry out the first inspection of new foodstuffs and ingredients as set out in article 1, paragraph 2, letter a) of the aforementioned Directive of the EC is the Robert Koch Institute; for foodstuffs in the sense of article 1, paragraph 2, letter b), of the said Directive, it is the Federal Institute for Consumer Protection and Veterinary Medicine. Request for the authorization of new foodstuffs and ingredients must be addressed to the above-mentioned authorities. Article 3 establishes that new foodstuffs may not be marketed without having previously received the approval of the competent authorities. The Ordinance consists of 4 articles.
