New definitions are given of "consumer", "health board", "local authority" and "retail". The Minister, a local authority or a health board may appoint such and so many of its officers as he, she or it thinks fit to be authorised officers for the purposes of these Regulations. Every local authority and health board may exercise its functions under these Regulations within its functional area and they may by agreement for assignment of functions to each other.
