Its provisions formulate a duty for vessels navigating in waters within the Norwegian baselines to make use of a state pilot. Section 6 lists all vessels for which a duty to make use of pilot in the inner waters exists. The Department of Fisheries may also require the use of pilots for circumstances which are not covered by the present Decree including navigation outside the baselines (sect. 7). Section 9 provides that no use of a pilot is required if the captain or another navigation officer holds a navigation certificate.
