The implementing Decree defines the terms used in this Decree and in other implementing decrees. The competent authority for navigation, of first instance, is the Central Transport Inspectorate and its regional offices. The authority shall keep a register of shipping vessels. Keeping of the register and registration procedures are regulated in this Decree. Construction, re-construction, maintenance, technical features of vessels are supervised by the navigation authority. The authority shall issue a certification regarding technical and other features of registered vessels. Identity of the crew must also be registered. Navigation may be temporarily restricted in the interest of the public.
