Detailed rules on the order in ports shall be determined by the manager of the port and approved by the competent navigation authority. The manager of the port must issue a special authorization of docking for vessels transporting hazardous substances, and he can prohibit docking of sinking vessels, or if there is fire on board, or if the vessel suspected of bearing infection or contagious disease and if the vessel may impede in any way the order and safety of navigation in the port. This Decree contains also rules regarding customs procedures in border ports, deals with the case of fire and pollution of waters. Port charges must be posted in a noticeable place.
