Abstract

The purpose of this Regulation is to lay down detailed provisions in order to properly implement Chapter I (planting of vines), Chapter II (abandonment premiums), Chapter III (restructuring and conversion) and part of Chapter IV (information and general provisions) of Title II (production potential) of Regulation 1493/1999/EC, under which the common organization of market in wine has been established. This Regulation consists of six Chapters. Chapter II is devoted to planting of vines. In accordance with article 2, Member States are entitled to establish a deadline for the submission by producers of applications for a derogation as per article 2 (3) of Regulation 1493/1999/EC. Chapter III regards abandonment premiums. Member States shall communicate to the Commission any areas which they have been designated in which the premium for the permanent abandonment of vine-growing may be granted and related conditions. Chapter IV applies to the restructuring and conversion of vineyards which have come to the end of their natural life. The normal renewal shall mean the replanting of the same parcel of land with the same variety according to the same system of vine cultivation. Chapter V concerns the information to be provided by Member States to the Commission in the form of an inventory of production potential which may take a national or a regional basis. An Annex, specifying the format of communications to be made under this Regulation, is attached.
