The Act applies to species in the Norwegian mainland, internal, and territorial waters, as well as in the economic zone off the Norwegian mainland with particular adherence to international agreements. It is prohibited to import live anadromous salmonids, freshwater fish, eggs thereof without authorization, as well as moving them to lakes, fiords, sea and rivers without authorization from the Directorate of Fisheries. Permission may be granted for certain species and areas by application. In accordance to provisions laid down by this Act, the Directorate shall ensure that rational exploitation of fish stocks shall be regulated with regard to quota and total allowable catch. Permitted fishing methods are included in the Act's article 37 (toxic, paralyzing or suffocating effect substances - explosives - firearms with exception of pike fishing - artificial alteration of water flow - electricity - pin/hook - artificial light with exception of eel and crayfish fishing). Private (non-commercial) fishing licenses shall be authorized from 1 January to 20 August (however this does not apply to fishing for crabs). In case of financial subsidy, the Directorate shall draw up guidelines on terms for aquaculture and a Fish Fund shall be established. Anadromous salmonids caught with illegal equipment shall immediatelly be discarted.
