Résumé

This Order establishes the procedure for application of preventive, diagnostic, therapeutic, restrictive and other measures, quarantine and other restrictions aimed at preventing the spread and elimination of rhinopneumonia foci of horses. These Veterinary Rules for the implementation of prophylactic, diagnostic, therapeutic, restrictive and other measures, establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and elimination of rhinopneumonia foci, establish mandatory requirements for the implementation of prophylactic, diagnostic, therapeutic, restrictive and other measures, establishment and cancellation of quarantine and other restrictions aimed at preventing the spread and elimination of rhinopneumonia foci in the Russian Federation. The Rules establish mandatory requirements related to organization and performance of measures on liquidation of rhinopneumonia, prevention of its outbreak and spreading on the territory of the Russian Federation, determination of borders of the territory to which the regime of restrictive measures and/or quarantine should be applied, including determination of the origin of disease of animals, epizootic zoning, including determination of types of zones for the purpose of differentiation of restrictions established by the decision on introduction of the regime of restrictive measures and/or quarantine. In order to prevent the occurrence and spread of rhinopneumonia, individuals and legal entities, individual entrepreneurs who are owners of vulnerable animals are obliged to: (a) prevent pollution of the environment by animal waste; (b) provide, according to the requirements of specialists of bodies and organizations, included into the system of the State Veterinary Service of the Russian Federation, vulnerable animals for inspection; (c) inform within 24 hours specialists of the State Veterinary Service about cases of illness or death of vulnerable animals, as well as about changes in their behavior, indicating a possible disease; (d) take measures to isolate vulnerable animals suspected of disease, as well as other vulnerable animals who were in the same premises and facilities as vulnerable animals suspected of disease who might have come into contact with them, ensure the isolation of the bodies of fallen vulnerable animals in the premises and facilities in which they were kept; (e) comply with the requirements of the State Service's specialists to carry out activities in a personal subsidiary farm, peasant farm, individual entrepreneur's farm, in organizations that keep vulnerable animals, anti-epizootic and other measures provided for in these Rules; and (f) observe conditions, prohibitions, restrictions in connection with the status of the region where the farm is located, established by the decision of the federal executive body in the field of veterinary supervision related to rhinopneumonia regionalization.
