No person shall slaughter in a slaughterhouse any animal, which has not been inspected by an inspecting officer except only in an emergency, or shall dispose of a carcass of any animal slaughtered in an export slaughterhouse, unless such carcass has been inspected by an inspecting officer. No person shall remove or dispose of any animal, carcass or meat, which has been marked or tagged except with the consent of and in accordance with instructions of an inspecting officer. It shall be lawful for any inspecting officer to detain, or order the disposal or destruction of, any animal, carcass, or meat which, in his or her opinion, is unfit for human consumption. The Director of Veterinary Services may order the closure of any slaughterhouse in the event of failure to comply with any provision of these Regulations.
