Ministries, and other specified public bodies guide consultant units to carry out environmental impact assessment report. These are then submitted to the relevant environmental agency for appraisal. Section 2(1) lists the units that must make reports for environmental impact assessment under the "inventory of production activities environment" form. Units include chemical stores, pesticides, and other forms of production and services that may have an impact on the environment. The Ministry of Science, Technology and Environment will then determine whether the Units require environmental protection due to excessive pollution that would directly impact the health of the surrounding population. Units producing excessive pollution must provide alternatives and finance its implementation (sect. 2).
