Title I concerns the identification and registration system. According to Rule 3, the identification and registration system shall comprise the following elements: (a) ear tags to identify animals individually; (b) computerized databases; (c) animal passports; (d) individual registers kept on each holding. Title II makes provision on the labelling of beef and beef products, for which a compulsory labelling system and a voluntary labelling system are envisaged.
