Resumen

This Law establishes the State Council for Indigenous Peoples (Cepin), a collegiate, consultative, deliberative and supervisory body, as an integral part of the organizational structure of the Secretariat of Indigenous Peoples (Sepin). Cepin aims to enable and ensure the participation of indigenous peoples in the processes of deliberation, implementation and monitoring of their public policies within the State of Ceará, without prejudice to the provisions of Convention No. 169 of the International Labour Organization (ILO), promulgated by Brazil through Federal Decree No. 5.051 of 19 April 2004, repealed by Decree No. 10.088 of 5 November 2019. Cepin is responsible for all the aspects related to indigenous people, in particular: deliberating and approving the State Policy for Indigenous Peoples; monitor and participate in the evaluation of state policies, programs and actions aimed at the indigenous population; assist in the preparation of projects in various areas; carry out diagnoses of the indigenous community; indicate priorities related to public policies aimed at indigenous communities; articulate mediating actions, aiming to resolve social conflicts; propose and support technical training projects for public agents, etc.
