Abstract These Regulations are formulated in accordance with the provisions of the Law of the People’s Republic of China on the Protection of Wildlife. The term "wild land animal" mentioned in these Regulations refers to the wild land animal which are precious or being endangered, with high economic value or high value of scientific research; whereas "the products of wild land animal" refer to any part of the species of wild land animal which are precious or being endangered and their derivatives. The competent departments of forestry administration under the State Council is responsible for the nationwide administration of wild land animal. The competent departments of forestry administration at the central and local level shall carry out surveys of wild land animals regularly in order to provide the basis for the planning of the protection and development of wild land animal resources and also for the preparation of the list of wild land animal under special protection. Hunting or killing of wild land animal under special protection is prohibited, exceptions are listed in article 10, and have to obtain special permit. Article 12 gives the procedure for the application of the special permit. A domestication and breeding license is required for the domestication and breed of wild land animal under special protection. The sale, purchase or utilization of wild land animal under special protection or the products shall be prohibited, only if it is necessary for scientific research, domestication and breeding, exhibition or other special purposes, the unit concerned must put forward the application to the competent department of forestry administration under the government of the relevant provinces, autonomous regions and municipalities directly under the Central Government, which shall together with its remarks, submit the application to the competent department of forestry administration under the State Council for approval.
