Section (1) gives definitions. Secs. (2) and (3) regards the usage of a “Saved Quantity” of water that can be used by its owner according to these regulations. Secs. (4) and (5) regard proposal examination and application procedures. Section (6) gives powers to the water governor to request further information from a consumer.
