A person that holds a Regulating device can change water level within allowed levels only if notification to the Water Governor has been delivered early enough. The water Governor can order a holder to change water level to a new level or he can prohibit any level change at all, any level change that is not within allowed levels shall have 30 days time life, after which a decree must be published.
