Section (1) gives definitions. Section (2) regards counter installation matters in a kibbutz. Section (3) provides with installation plan procedures. Secs. (4) to (6) regard plan approval and notification procedures. Section (7) establishes installation plan execution conditions. Secs. (8) and (9) regard installation periods and their changing. Sec (10) establishes that a kibbutz shall provide with documentation regarding installation advance and shall respond to any information request posted by the Water Governor. Section (11) establishes that water supply to a counter installed kibbutz shall be done only by measured water supply. Section (12) to (14) regard general procedures.
