It establishes the legal framework for the use, allocation and conservation of water, and for the designation of conservation areas. It further creates the Water Conservation Authority (art. 5) and the Regional Water Boards for various catchment areas (art. 19). The 10 Schedules contain classifications for minimum water quality.
