The Regulations governs waste management facilities. At the outset the Regulation contains various definitions, such as class 1 waste disposal ground, class 2 and class 3 waste disposal ground, etc. Section 2 establishes that 2 a person must not construct, operate or modify a Class 1 waste disposal ground or a commercial composting facility except under authority of a licence. An application for a licence for a Class 1 waste disposal ground or a commercial composting facility must be made in accordance with the requirements of the Act.
