It is applicable to all waste except to hazardous waste. Article 4 establishes that waste shall be prevented and reduced as far as possible. The cost of recycling waste shall not be excessive; and a market for the new substances should be available or should be created. Solid waste shall be stored in an orderly manner. Moreover, waste shall be treated in such a way that it does not represent a danger for human beings and the environment in general.
