They require regional and islands councils and the Secretary of State, in exercising their functions under Part II of the Sewerage (Scotland) Act 1968 relating to discharge of trade effluent to public sewers, to secure that the relevant requirements of the Directive are met. Provision is also made requiring the councils to furnish certain information to the Secretary of State and for enforcement of the duties imposed on them by these Regulations.
