The Act also defines rights and duties of owners and occupiers of any premises. A local authority may take over private sewage treatment works, by agreement with the owner or failing such agreement, in pursuance of proposals made by them. The Act also, among other things: defines rights and duties of owners and occupiers of premises with respect to connections; defines the right to discharge into public sewers; provides with respect to control of new and existing discharges though consents or agreements as respects trade premises; defines property rights of local authorities in respect of sewage.
