The Commissioner for Marketing shall keep a register of (a) any person who is engaged in sponsoring growers in the growing of tobacco; (b) tobacco buyers; (c) tobacco processors; and (d) tobacco exporters, and no person shall carry out any of these activities without a valid registration certificate.
