Licenses are not transferable and may be revoked for reasons stated in section 7. The Minerals Commission shall for purposes of monitoring small-scale gold mining operations establish for each operation area a district Small-Scale Gold Mining Centre. Functions of such Centres are outlined in section 8. For every area designated by the Secretary responsible for land and natural resources a small-scale gold mining Committee shall be established. The Committee shall assist the Centre in monitoring and developing small-scale gold mining in the designated area.
