This Law empowers the Minister of Agriculture to make regulations for the improvement of seeds and their quality control. Regulations shall concern cleanliness, health of the seeds, protection of variety pureness, germinability, the official recognition of varieties, and the control on seed importation. Section 4 deals with the granting, revoking and suspension of selling licenses. Section 5 prohibits selling of seeds by giving misleading information regarding variety, quality, quantity and other properties. Powers of inspectors appointed by the Minister include the examination of seeds, sampling and seizure of evidence in case of infringement (sect. 9). Penalties are set in section 10.
