Abstract The objective of the IOTC Regional Observer Scheme (ROS) shall be to collect verified catch data and other scientific data related to the fisheries for tuna and tuna-like species in the IOTC area of competence. According to this Resolution in order to improve the collection of scientific data, each CPC shall ensure that all fishing vessels of 24 meters, if they operate outside the exclusive economic zone (EEZ) of the flag CPC and in the IOTC area of competence, comply with the minimum observer coverage of 5% as defined by the number of operations/sets. The Resolution further provides obligations for the IOTC Scientific Commission, adaptation of EMS standards and meeting the minimum mandatory ROS data reporting standards, providing list of observers to the IOTC Secretariat, monitoring the catches at unloading and landing from artisanal fishing vessels by observer. The Resolution sets out obligations for Cooperating Non-Contracting Parties (CPCs) in respect of such Scheme and sets out duties for observers. Specific provisions are made for artisanal fishing vessels and purse seiners. The Resolution sets out also procedural rules for data collection and exchange. The Resolution consists of 23 Articles.
