Its purpose is to protect human health by setting standards for the safe supply of adequate quantities of health-safe drinking water. The regulation does not apply to natural mineral water and spring water as defined in the Regulation on natural mineral water and spring water. It shall be prohibited to pollute drinking water. The water plant owner (the natural or legal person(s) responsible for compliance with the requirements of the water supply system) shall ensure that the drinking water is health-safe, clear and without prominent odor, taste and color. The drinking water shall: (a) not contain viruses, bacteria, parasites, other microorganisms or substances which, in number or concentration, constitute a potential health hazard, and (b) comply with the limit values in Schedule 1. Water treatment chemicals shall be approved. The Regulation defines various duties of water plant owners in respect of quality of drinking water supply. The water plant owner shall register the water supply system in the manner established by the Norwegian Food Safety Authority. The Regulation defines various control measures and duties of municipalities and districts concerning safe drinking water supply.
