Abstract

This Regulation, based on the provisions of the Croatian Law on waste management, determines the criteria for accepting waste at the landfill, limit values of emissions into the environment during waste disposal, conditions and measures related to the planning, construction, operation and closure of landfills and actions after their closure, the method of determining the amount of waste disposed of at the landfill , the method of determining the share of biodegradable municipal waste in municipal waste, and the conditions for pre-treatment of waste before disposal as well as types of waste that do not meet the criteria for accepting waste at landfills in order to achieve the transition to a circular economy and ensure a gradual reduction of waste disposal, especially waste that is suitable for recycling or other recovery procedures, have prevented or reduced as much as possible harmful effects on the environment, especially in terms of pollution of surface water, underground water, soil and air,as well as on the global environment, including the greenhouse effect, as well as all the risks to human health that could arise from the disposal of waste throughout the lifetime of the landfill. An integral part of this text are also: 1. Annex I. General conditions for all categories of waste disposal sites; 2. Annex II. Criteria and procedures for accepting waste at landfills; 3. Annex III. Control and supervision procedures during active use and subsequent maintenance of the landfill; 4. Annex IV. List of norms for waste sampling for disposal; 5. Annex V. Incomplete list of norms; 6. Annex VI. Biodegradable waste in municipal waste.
