The aims hereby pursued are the following: (a) wildlife protection throughout the regional territory to be achieved by creating protected zones; (b) the rational use of the whole agricultural and sylvo-pastoral territory of Puglia; (c) regulating hunting in order not to interfere with wildlife conservation; (d) creating, improving and restoring environments of particular ecological interest, giving particular regard to wetlands; (e) guaranteeing the protection of water, air and land against pollution. Article 2 contains the list of mammal and bird species which are particularly protected. The regional territory shall be subject to the programmed hunting regime. Title II regards administrative functions in matter of hunting and wildlife protection. The Region shall exercise legislative, programming and coordinating functions as well as control functions. On the other hand, managing administrative functions as well as inspection are entrusted to the Provinces. Advices and proposals shall be submitted by the Regional Technical Committee for Fauna and Hunting (art. 5)and by the Provincial Technical Committees for Fauna and Hunting (art. 6). In addition, article 7 provides for the creation of the Regional Observatory for Fauna, which shall exercise programming and coordinating functions and shall formulate directives. At the provincial level, article 8 establishes the Provincial Observatories for Fauna. Title III contains provisions relating to hunting and wildlife protection planning. Article 9 fully specifies the content of the Regional Plan for Fauna and Hunting, to be enacted effectively through the annual programmes on intervention. Further provisions refer to particular zones, areas or institutions which aim at protecting wildlife. Article 11 refers to the creation of protection oasis (to be destined to natural wildlife reproduction) where any kind of hunting activity is prohibited. Article 12 concerns repopulation and capture zones. Moreover, articles 13 and 15 regard the establishment of public and private centres for wildlife reproduction. In accordance with article 14, Hunting Territorial Areas (ATCs) shall be established throughout the agricultural and sylvo-pastoral territory. Programmed hunting shall be exercised on such ATCs, as provided for in article 10, paragraph 6 of Act No. 157 of 1992. Article 16 regards fauna farming and keeping for nutritional, ornamental or repopulation purposes. Such activities require a regional authorization. Live wildlife species coming from third countries may not be introduced into the regional territory unless they belong to the autochthonous species and are intended for repopulation or genetic improvement purposes. Articles 22 to 32 lay down particular provisions in matter of hunting, mainly concerning: (a) the regional permit; (b) the Register of Hunters holding the above-mentioned regional hunting permit; (c) the species that may be harvested and periods during which hunting is permitted (art. 31); (d) allowed hunting gear (art. 32). Hunting is prohibited on cultivated lands (art. 39). Title IV of the Regional Act regulates inspection and sets out penalties. Title VI contains financial provisions, giving particular regard to regional fees. Title VII lays down final provisions in matter of taxidermy and embalming.
