They establish the requirements to be satisfied in order to obtain a licence to perform such activity. In particular, they specify that no person shall operate a purse-seine net with or without light attraction within that part of the sea morefully described in the First Schedule. Every application for a permit shall be submitted to the Secretary by the owner of the purse-seine unit in Form A set in the appended second schedule, specifying the area of the fishing operation.
