The competent authority shall designate as a vulnerable zone all known areas of land in Malta which drain into the waters identified according to regulation 4 (1) of the main Regulations and which contribute to pollution. As established by Annex VI hereby added, all of Malta shall be considered one entire Nitrate Vulnerable Zone.
