Abstract These Regulations provide for the control of discharge (defined in regulation 2) of substances listed in List I or List II to these Regulations into inland surface waters, territorial waters, internal coastal waters, or ground water. The Competent Authority, being the Department of Environment Protection shall take the necessary measures to eliminate pollution of waters to which these Regulations apply by dangerous substances as listed (reg. 3). Discharge of substances listed in List I requires an authorization form the Competent Authority under regulation 4. The Authority shall apply a system of "zero emission" to discharges into groundwater (reg. 5). The Authority shall prescribe emission standards under regulation 6 and limit values under regulation 7. Regulation 8 concerns pollution reduction programmes for list II substances.
