Abstract

This Act makes provision for the protection of plants from diseases and pests. Section 1 defines “disease”, “plant” (includes any member of the plant kingdom), “pest” and “vegetable organisms”. Section 2 defines the duties of the Commissioner for Agriculture with respect to the administration of this Act. Regulation 4 requires owners of land to take specified measures for the prevention, reduction or eradication of pests and diseases ordered by an inspector. Inspectors and assistants have the right to enter upon land for the discovering of pests and diseases pursuant to section 5. The remaining provisions deal with compensation, prescribe offences and penalties, and provide for powers of the Commissioner of Agriculture to prohibit or restrict the importation into and the exportation from Uganda of any plants and soil, animals or insects and articles known or likely to be injurious to agriculture or to infect any plant with pest or disease.
