Article 3 lists the activities that are prohibited in preserved water management areas, and these include building or enlarging industrial plants and activities, warehouses, sanitation and veterinary facilities; distributing by air pesticides; reducing the forested area or draining of agricultural lands in the area. The Order also specifies the responsibilities of individuals and organization in water protection areas. Other provisions concern the enforcement of the order (article 5) and the management of water flow in the areas (article 6).
