Abstract

These Veterinary Regulations establish the procedure for the application of preventive, diagnostic, restrictive and other activities, establishment and cancellation of quarantine and other restrictions, aimed at preventing proliferation and eliminating hotbeds of foot-and-mouth disease on the territory of the Russian Federation. These Veterinary Regulations establish mandatory requirements for organization and implementation of measures to eliminate foot-and-mouth disease, to prevent its outbreak and spread on the territory of the Russian Federation, to determine the boundaries of the territory to which the regime of restrictive measures and (or) quarantine should apply, including in terms of determining the focus of animal disease, implementation of epizootic zoning, including the definition of the types of zones for the purpose of differentiation of restrictions established by the decision to introduce a regime of restrictive measures and (or) quarantine, production restrictions, movement, storage and trade of commodities subject to veterinary control (supervision), and requirements to the particulars of application of such restrictions, including carrying out of actions concerning the industrial facilities located in a quarantine zone. In order to prevent outbreaks and spread of foot-and-mouth disease physical and legal persons, individual businessmen who are owners of susceptible animals must: (a) prevent environmental pollution by stockbreeding waste; (b) provide, at request of experts of veterinary bodies and institutions, susceptible animals for examination; (c) notify public veterinary service specialists within 24 hours of any sudden death or illness of susceptible animals, as well as changes in their behavior indicating a possible illness; (d) take measures to isolate suspected susceptible animals; (e) comply with the requirements of the public veterinary service specialists on carrying out antiepizootic arrangements in the private farm, peasant (farm) economy, in the farm of individual entrepreneur, in the organizations, which contain susceptible animals; (f) comply with the conditions, prohibitions, restrictions due to the status of the region where the farm is located, established by regionalization related to foot-and-mouth disease; and (g) prevent mixing susceptible animals from different herds when grazing and watering.
