The Decree shall enter into force as from the day of its publication on the Official Gazette.
Abstract

This Decree lays down additional rules for the application of articles 103 and 125 of Regulation (EC) No. 1234/2007 and Regulation No. 867/2008 as regards the approval of operators’ organisations, the measures that are eligible for Community financing, the approval of work programmes, and the implementation of approved work programmes (art. 1). The Decree lays down the terms, procedures and conditions for approving operators’ organisations in the olive sector (art. 2), establishes the specific features of the olive sector in each regional area (art. 3), activities eligible and ineligible for Community financing (art. 4), costs and expenditures eligible for Community financing (art. 5). It also establishes a Management Committee for the operators’ organisations in the olive sector (art. 6), lays down the procedure for selecting and approving work programmes and applications for approval (art. 7) and for amending such work programmes (art. 8), sets forth the contractual arrangements between the operators’ organisations and the Ministerial competent Body (art. 9), establishes the procedures and supporting documents for payment advances (art. 10), requires guarantees from operators’ organisations in order to receive Community financing (art. 11) and submitting each year annual reports on the implementation of their work programmes (art. 12). Furthermore, the Decree foresees on-the-spot checks so as to verify that the conditions for granting Community financing are met (art. 13) as well as reports on the work programmes (art. 14). The last article (art. 15) establishes the Community and national financial participation to the overall financing.
