Abstract This Law regulates the system of physical or spatial planning, including general goals, principles and subjects of physical planning, monitoring of situation in national spatial planning sector, conditions of spatial planning, adoption of the Spatial Development Strategy of the Republic of Croatia, spatial plans including their development and adoption procedure, implementation of spatial plans, arrangement for land construction, and issues on property institutes engaged in construction land management and supervision. This text further transposes into the national legal system the following European Union directives: Directive 2014/89/EU of the European Parliament and of the Council establishing a framework for maritime spatial planning; and Directive 2012/18/EU of the European Parliament and of the Council on the control of major-accident hazards involving dangerous substances, amending and subsequently repealing Council Directive 96/82/EC. Spatial planning ensures the conditions for the use and management, protection and development of the space of the Republic Croatia and protection of ecological-fishing zone of the Republic of Croatia and of the continental shelf of the Republic of Croatia as a particularly valuable and limited national good, and thus realize the preconditions for social and economic development, protection of the environment and nature, the quality of construction and rational use of natural and cultural assets.
